Does a cash-out refinance affect my property taxes?

I am considering a cash-out refinance to fund a kitchen renovation. A neighbor told me that refinancing can trigger a property tax reassessment. Is that true? I live in California if that matters. I don't want to accidentally lose my Prop 13 protections.
